本研究旨在以長期照顧領域為例,探討利害關係人對於夥伴關係運作之認知 (應然)與實踐(實然)的概況、關係與變化,並據以提出對我國長期照顧十年 計晝2.0的意涵。研究者以自製之「夥伴關係量表」(43題)為測量工具,據以 調查長期照顧領域之夥伴關係的運作狀況。本研究依隨機原理抽出全臺五個縣市 之292個組織做為研究對象,每單位均邀請主管階層及實際參與夥伴關係運作之 承辦人各乙名為代表接受調查訪問,最終完成138個單位、256份面訪問卷。本 研究發現,夥伴關係的實務呈現出「知易行難」的現象,夥伴關係的各個面向亦 存在著顯著的相關,且夥伴關係的各項應然面可有效預測整體實然面;同樣地, 各項實然面亦可有效預測整體應然面。在依據研究結果進行討論和分析後,本研 究提出五項對長期照顧十年計晝2.0的意涵,包括:一、活化夥伴關係的各個面 向,以促成夥伴關係實然與應然的良性循環;二、找出並排除夥伴關係的障礙因 素,以縮減應然與實然之間的落差;三、健全夥伴關係的結構因子,以為其實務 運作奠定穩固基礎;四、建立夥伴關係風險管理機制,以促進夥伴關係的形成與 運作;以及五、深化公、私部門夥伴關係,以提昇長期照顧服務品質。 |

The study aims to explore the profile, relationship and disparity of ‘rhetoric (ought)’ and ‘reality (is)’ of long term care partnerships, and to provide implications for the Long Term Care Decade Plan 2.0. The researchers adopted the self-made "Partnership Scale" (43 questions) as measurement tools to investigate the functioning of partnerships. This study used cluster method to sample 292 public and private long-term care organizations in Taipei, Taichung, Yilan, Chiayi and Pingtung counties, and finally completed 256 interviews of 138 units. This study finds that there are a significant gap between “the rhetoric” and “the reality” in the partnership, and the dimensions of partnership show a significant correlation. In addition, “the rhetoric” dimensions of partnership can also effectively predict the overall “reality” dimension; likewise, “the reality” dimensions can effectively predict “the rhetoric” dimensions. According to the findings, 5 implications for the Long-Term Care 2.0 are proposed: (1) to revitalize the dimensions of the partnership to promote the positive cycle of “the rhetoric” and “the reality” of the partnership. (2) to find and eliminate barriers to partnerships to reduce the gap between “the rhetoric” and “the reality” of the partnership. (3) to advance structural factors of a partnership as the solid base for practical operation; (4) to construct risk management mechanisms of partnerships to promote the formation and operation of partnerships; and (5) to deepen partnerships between the public and private sectors to enhance the quality of long-term care services. |
