以層級分析法探索臺灣航空產業建構競爭優勢之關鍵決策因子

Using Analytical Hierarchy Process (AHP) to Explore the Determinants of Competitive Advantage of Taiwanese Aviation Industry

本研究旨在探討臺灣航空產業如何在競爭激烈的國際航空市場及海峽兩岸特殊的情勢中建構競爭優勢。本研究建構五大決策構面及其相關的決策因子，並運用層級分析法（Analytical Hierarchy Process, AHP）進行分析，尋找提升臺灣航空產業競爭優勢的關鍵策略方向及重點工作。研究發現，「成本合理化策略」是最具關鍵性的決策構面，其餘決策構面權重差距不大；而「原油策略」不論在「成本合理化策略」構面或所有決策因子總排序中均佔首位。此研究發現顯示，現階段臺灣航空產業要建構競爭優勢，最具攸關性的策略方向是成本的合理化；而其中最重要的工作是採行靈活的原油策略以平穩原油成本。至於政府政策並未顯現出預期中的影響力。 This research aims to establishment of competitive advantage for Taiwanese aviation industry. Five decision dimensions and its relative determinant factors are constructed in this study, and, by using Analytical Hierarchy Process (AHP), the key decision dimensions and determinant factors for competitive advantage of Taiwanese aviation industry are found. The analysis shows that, “cost rationalization” is the most crucial decision dimension, while the other four dimensions take similar weights. The most important decision factor is “crude”, which takes the highest weight in both local weight of “cost rationalization” dimension, and in global weight of all determinant factors. These results show that, in order to successfully build up competitive advantage, it is very crucial for Taiwanese aviation industry to figure out a solid cost rationalization plan, and the most important work is to adopt flexible crude plan. Meanwhile, the government policies have no significant effect.
