The Protection of Minority Rights in the European Union

在這裡，我們將歐盟保護少數族群權利的機制歸納為條約保障、議會宣示、外交手段、及行政支援。由於條約是法定權限的依據，我們會討論一些實踐上所面對的課題。另外，除了歐盟，歐洲保障人權的國際組織還包含歐洲理事會、及歐洲安全暨合作會議╱歐洲安全暨合作組織，因此，我們也會探討歐盟與這兩個組織在少數族群權利保護的連結。 In this article, we classify the mechanism of minority rights protection into treaty protection, parliamentary declaration, diplomatic measure, and administrative assistance within the European Union. While introducing the regime, we will also examine the challenges that have emerged when exercised. In addition, we will look into what the Council of Europe and the Conference on Security and Co-operation in Europe (formerly Organization for Security and Cooperation in Europe) have offered for the protection. Finally, we will explore the interrelations among the three international organizations in terms of how minority rights are protected.
