開放式地形圖徵架構之研究--以通用版電子地圖為例

基於空間資源共享與整合應用之需求,近年各國之發展莫不由空間資料基礎建設之觀點探討如何減低重複之投資及有效結合分散之資源,以達成更高層次之應用。地形資料為地理資訊系統之基礎資料,可廣泛提供各種應用場合之運作參考。然而過去之地形資料應用常僅侷限於底圖之檢視參考,並未善用物件化後,可促進跨領域連結及提升互操作應用之優勢。本文基於近年快速發展之開放地理資訊概念,提出開放地形圖徵之設計概念,以標準化之地形分類概念統合國內不同種類地形圖可提供之資料,允許建立語意之關連,再以開放之架構設計促進地形圖徵資料流通機制之發展,以提供各領域加值應用之可能性。本文以通用版電子地圖為測試之對象,相對於純提供視覺參閱之底圖,圖徵化之設計除可提供空間資訊基礎建設發展之基石外,並可全面提升各領域之資訊發展及整體應用成效。我國過去之地形資料生產多僅處於被動提供相關領域參考或引用之角色,未來將可透過此開放架構而重新設定地形資料在國家層級空間料基礎建設之任務與角色。 To meet the demands of geospatial resource sharing and integrated application, the recentdevelopment has been focusing on using SDI to reduce duplicated investment, effectivelyintegrate distributed resource, so as to develop high-level application. As a basic type of datafor GIS, topographic data can be widely used for operational reference in various applications.However, past applications were often restricted to the inspection of reference maps anddidn’ttake advantage of the feature-based property to facilitate the cross-discipline connection and develop interoperable applications. Based on the OpenGIS concept, this paper proposes an open framework for topographic data. Based on thestandardizedtheme classification framework, topographic map data of different specifications can beeffectively integrated based their semantics, and the open framework can facilitate thedistribution mechanism fortopographic map data at feature level, so as to provide thedevelopment of add-value domain applications. The common version topographic maps wereused as test example in this paper. Compared with the imagery-based reference maps, thefeature-based design not only serves as a solid foundation for SDI development, but alsoimproves the effects of information development and integrated applications. The past role oftopographic map was often passive and no strong links to the application domains wereestablished. With the open framework, the topographic data will be given a new role andmission in the future development of NSDI.
