近年快速發展之開放式地理資訊系統技術已革命性改變地理資料流通與應用之觀點與策略。藉由開放之資料格式與服務機制,使用者可由更為便利的環境中取得資料、正確解讀後,直接加以應用。土地利用資料記錄現實世界土地之實際利用情形,為國土規劃之重要參考資料。除國土測繪中心近年積極推動之國土利用調查作業外,國內之森林、水利等領域亦持續基於業務需求而建置其領域特有之土地利用資料。若可有效建立流暢之資料流通與應用管道,將可大幅改善國土規劃決策之正確性及避免無謂之重複投資。為促進土地利用資料之流通與應用,本研究探討通用之土地利用資料綱要設計,並透過繼承架構發展可擴及特定領域土地利用資料之描述架構。設計架構可促使土地利用資料以開放格式供應,並可結合如WFS之服務供應環境,可因此改善使用者端之資料互操作性,以因應不同領域之模擬需求。研究中並進一步分析異質來源資料之流通與應用策略,以落實由業務機關供應資料、使用單位發展應用系統之空間資料基礎建設目標。 The recent development of OpenGIS technology has brought revolutionary perspective and strategychange to the distribution and application of geospatial data. Via open data format and servicemechanism, users are now able to easily acquire, correctly interpret, and directly use geospatial datain a much more convenient way. Designed to record how land is used in real world, landuse dataserves as an important reference data to land planning at national scale. In addition to the recentnation-wide landuse survey project executed by the National Land Surveying and Mapping Center, the forestry and hydrology organizations have been also constantly maintaining their own landusedata over the years. An effective and transparent data distribution and application mechanism canlargely increase the strategy correctness and reduce duplicated investment on land planning. Tofacilitate the distribution and application of landuse data, we proposed to first develop a commonapplication schema for landuse data of different domains, and then offers extensible flexibility todefine domain-specific landuse data via inheritance architecture. The designed architecture can notonly allow landuse data to be distributed in an open data format, but also be fully integrated withWFS service environment. Its open encoding structure can improve the data interoperability atclients’ application environment and meet the application needs from different domains. We furtheranalyzed the distribution and application strategy for data from heterogeneous resource, such that theultimate goal for spatial data infrastructure, where data are provided by professional organizationsand users can develop various domain-specific applications, can be satisfactorily achieved.
