地籍資料庫中建物門牌資料比對流程之探討

Verifying the Correctness of Street Address in Cadastral Database

地政之地籍資料庫中記錄了大量的建物門牌資料，因本身非業管機關，難免與現地產生不相符之情形，其原因除了人為建置錯誤外，還必須考量資料庫中各項資料建立的時機，以及是否有賡續維護之機制等課題。藉由探討地籍和戶役政資料庫中記錄建物門牌之方式，及建立建物門牌之時機，本文討論如何藉由外業調查取得建物門牌之現況，再與戶役政資料庫中之建物門牌資料進行資料比對結合，以建立完整且符合現況業務之地址門牌資料，再以此作為比對地籍資料庫中建物門牌之依據，期使各項資料中之建物資料可因此維持最新之狀態。本文中建置完整地址資料庫，除可用於比對地籍資料之建物門牌資料庫外，並可作為比對和維護任何建物門牌資料庫之基準。 Current cadastral database holds a large volume of street address data about registered buildings. As times go by, these street addresses may be different from their real situations due to possible human operators' typo and different temporal consideration of maintenance mechanism. By analyzing how cadastral and household registration database collect street address data and when to issue corresponding operations, this paper intends to discuss how to maintain the updated situations of street address in any domain database based on the development of field investigation procedure and the necessary comparison against the household registration database, so as to create a complete street address database and serve as the basis for cadastral database. The proposed approach can build a complete street address database applicable to the building database of cadastral data, as well as any domain database that may require the use of street address.
