Living with Water Linking Spatial Planning: A Study in Tseng-Wen River Basin

與水共生的空間規劃途徑在於探索與連結流域地區的空間水網絡系統。本文嘗試解析流域都市化地區與自然系統兩者的空間發展過程,輔以水文模型結合探索式空間分析方法掌握空間變遷的軌跡,最後運用生態區的規劃設計介入給予控制性的土地使用發展策略為本文之焦點。本文以台南曾文溪流域為例,驗證結果顯示上游因開發造成水利與農業用地保水涵水功能用地的損失約5,658公頃,也造成水環境的影響可能造成水災發生,致使逕流改變、影響整體水環境之趨勢。其次,生態區劃設指認,提供曾文溪流域各村里在整體水環境角色定位之參考,如涵容中心控制點、逕流連接通道與保水點。最終結果希冀作為未來都市發展、水利發展政策引導土地使用規劃與管制規範之指導,並提供規劃者與政府相關單位規劃與政策之參考。 The purpose of this article lies living with water linking spatial planning, how to analyses the interests of water environmental in Ecoregions land use strategies, also by using hydrology toolset and explore spatial analysis, a non-parametric benchmarking technique to assess water environment from land-using point of view. This study adopted Tseng-Wen River in Tainan as the study area. The analytical results demonstrated that changing of agricultural land-using and Land for Irrigation and Drainage into others have been decreased 5,658 ha for water environment efficiency and caused loss functions of water retention. As to the space, both upstream and downstream are the most serious affected areas which indicated that hilly land development influences the water runoff. This article further uses Ecoregions infiltration basin, percolation trench, and bioretention to construct water environment system’s initial form. Those findings may serve as basis for establishing future land-use indicators and decision-making references for concerned government agencies.
