本研究運用作業風險管理整合套裝軟體(Operational Risk Management Integration Tool, ORMIT),依「危險識別」、「風險評估」、「分析風險控制」、「風險控制決策」、「執行風險控制」、「監督與檢討」等六步驟,執行空軍某機場戰機無線電故障維修風險管理具體作法,研擬風險管控具體作為,降低戰機無線電故障維修之機率,確保飛行安全。研究結果顯示,空軍某機場自民國103年起針對戰機無線電故障維修實施作業風險管理,102與103年每年無線電故障維修平均45件,實施作業風險管理後,104與105年降低為每年平均36件,106年故障降低為22件,作業風險管理有助於降低戰機無線電故障維修機率,確保戰機達成各項戰演訓任務。
This research studies the implementation of operational risk management to fighter radio fault maintenance in an Air Force airport, and a continual cyclic six-step process with “Operational Risk Management Integration Tool” software package is used to evaluate and analyze fighter radio fault maintenance, including risk identification, risk evaluation, risk analysis, risk decision making, implementation of risk controls, and supervision and review. The results show that there were 45 radio faults per year from 2013 to 2014 before promoting operational risk management in 2014, and the number of radio faults was decreased to 36 per year from 2015 to 2016 and 22 in 2017. |
