Choosing Optimum Aircraft for Business Charters in the Cross-Strait Market

隨著兩岸經貿發展，臺灣與大陸間的空運市場需要更客製化的商務包機服務。本研究以經營兩岸商務航空包機（Charter）或租用單一座位（Air taxi）業者的立場，分析其選擇新機機型時所考慮因素。本研究以層級分析法（AHP）分析各準則權重，並以EVAMIX結合質化與量化數據進行方案評選。研究中基於「成本」、「旅客偏好」、「飛機性能」及「市場趨勢」四個構面，擬訂十個影響機型評選因素。結果顯示產業界將「成本」視為影響機型選擇的最主要構面，政府機關與學術界認為「旅客偏好」是最主要構面。以影響因素而言，產業界認為「營運成本」最重要，政府機關認為「未來發展」最重要，學術界最重視「舒適程度」。綜合分析產官學界專家的問卷亦顯示兩岸商務航空市場的最適機型為Gulfstream G550。 While business aviation in the world has been flourishing, the industry in Taiwan is still in its infancy. Taiwan has a good geographical location and economic background which gives her great potentials for development in that industry. This study aims to find out the type of aircraft that is suitable for the cross-strait market and to provide a model to assist the airline companies in their fleet choice. The factors to be considered include the benefits of the business charters and the preferences of business travellers. The Multi Criteria Decision Making (MCDM) approach is employed in this study, using Evaluation of Mixed Data (EVAMIX) method combined with Analytical Hierarchy Process (AHP), with information obtained from interviews with panel experts in the related areas. It is expected that this study reveal the essential factors that have a bearing on the business charter's decision for aircraft types. The results show that operation cost is considered to be the most influential factor to competitiveness. Comfort level scored second, which is followed closely by demand forecasting. In addition, the result reveals that the best choice of aircraft type for business charters in the cross-strait market is Gulfstream G550.
