小農國家建立學習型生物產業體系之研究

Building a Learning Bio-Industry System for the Needs of the Changing World in Small Farming Countries

Facing the challenges from the WTO, markets shift, technologies proliferate, competitors multiply, and products become obsolete almost overnight, the government of small farming countries likely tend to build a learning agro-food system which developed knowledge management systems that allow it to continuously adapt to its environment based on learning by which knowledge assets is increased over time, so as to enhance more sustainable competitive advantage of agro-food system for their rural development. Combining the concepts of agro-food system with knowledge management creates a new rung in the evolutionary ladder of learning agro-food system. The paper is to synthesize information technology and knowledge management, in order to suggest the possible solution to resolve the structural problem in small farming system countries by information technology and Internet in the era of information for their rural development.

在面對WTO、市場變動、技術快速進步、競爭激烈、產品生命周期變短之挑戰下，小農體制的國家都傾向建立學習型之農糧體系，以發展知識管理系統，讓農民知識資產的積累來協助農民學習農業新知與新技術，達到農糧生物產業之永續發展與產品競爭力之提升。本文主要是分析台灣農業部門建立資訊科技與知識管理體系之作法與成果，提供其他小農國家在解決農業發展之參考。
