The Contextual Analysis of Problematic Activities for New Weapon Development Processes

新武器發展 （new weapon development, NWD） 是由數量及種類繁多的活動所組成，因此是一個龐大且複雜的流程。當NWD 流程中某個活動產生問題，追蹤其上游影響活動及下游被影響活動，亦即「上下游關聯活動分析（contextual analysis）」，對NWD 流程的管理，變得格外重要。本研究已提出一個三階段的系統化方法，以支援NWD 流程中問題活動的上下游關聯活動分析。首先，NWD 流程定義階段利用設計鏈作業參考模型 （design chainoperations reference-model, DCOR） 描述及界定NWD 流程及活動的範圍。接著，上下游關聯活動分析階段應用NWD 活動與關鍵績效指標 （keyperformance index, KPI） 間的關聯性，過濾出NWD問題活動的上游影響活動及下游被影響活動。最後，系統導入階段依所提上下游關聯活動分析方法，利用Protégé建置一資訊系統。

The new weapon development (NWD) consisting of multitudinousactivities is a large and complicated process. The contextual analysis, i.e.tracing the influential upstream activities and affected downstreamactivities, for a problematic activity is important for NWD processmanagement. This research has proposed a three-phased systematic ap- proach for the contextual analysis of problematic NWD activities. First,the new weapon development process definition phase uses design chainoperations reference-model (DCOR) to describe and determine the scope ofNWD process and activities. Next, the contextual analysis phase appliesthe relativity of NWD activities to key performance index (KPI) to filterthe influential upstream activities and affected downstream activities.Finally, the system implementation phase implements the proposed contextualanalysis approach with Protégé.
