In this study we formulated a dynamic programming model to determine theoptimal facility purchase and replacement scheduling by considering facilityrenewal costs, aviation safety, passenger service level, and airport finance. Then,we constructed various cost functions on facility depreciation, operation,maintenance and delay for different facilities at different time stages.Time-dependent passenger volume, reliability, and utilization are considered toreflect variation in those costs due to time accumulation. Moreover, this studyuses CKS International Airport as an example to demonstrate the application ofthe model. The results show that maintenance cost for mechanical equipmentincreases in a higher rate than that for electronic equipments as equipmentreliability decreases. Besides, equipments of longer operating time also incurhigher delay costs than those of shorter operating time, as equipment reliabilitylowers. The optimal service life of check-in and immigration counters are shownto be 9 and 8 years, respectively, for the same passenger flows. This studyprovides the airport authority with the optimal strategic decisions on thepurchase and replacement of various facilities in terms of quantities and timing. |
