台灣北部某區域醫院參加專業審查作業紙本病歷替代方案經驗分享

為因應近年來醫療院所e化腳步逐漸加速，衛生福利部中央健康保險署（以下 稱健保署）於95年9月建置並啟用「電子化醫療影像專業審查系統」（以下簡稱本 系統），建立了醫療費用專業審查（含文字資料及影像）作業e化環境，以期協助 醫療院所進行醫療費用電子化申報，同時，並藉以落實健保署醫療費用專業審查電 子化作業，改善原有人工審查作業的缺失，降低整體行政作業成本，以及提升申報 審查效率及醫療品質。 因此，為能達成健保政策，我們擬定健保申報採數位上傳計畫，自103年第3 季起實施雙軌及部分科別小型試辦電子病歷送審，並於103年第4季完成專業審查作 業紙本病歷（以電子病歷送審）替代方案（門診）指標，一步步達成全院、全面電 子化病歷送審，加速了抽審作業送審及核付時程，減少人員大量影印病歷及加班時 間，也降低了影印費用的支出，提高作業效率及降低行政成本支出，另外不但獲得 健保品質獎勵款，同時也是部立所屬區域醫院第一家達成電子病歷送審醫院，進而 帶動其他部立醫院朝向電子病歷送審目標前進。
