歐盟反恐政策及機制分析

Analysis of EU Anti-Terrorism Policy and Regimes

自巴黎恐怖攻擊事件發生後，多起恐怖攻擊接連發生於歐盟多國，一時 之間各國紛紛提出檢討反恐政策及機制。過去由於歐盟各國對於讓渡國家主 權及情報的分享有所疑慮，因此在配合歐盟反恐政策上並不情願，歐盟遂難 以達成共同之反恐政策，邊境管理困境亦由此產生。因此，本文將以歐盟為 研究對象，觀察歐盟反恐政策及機制之演變，再分析歐盟現階段不同層次之 反恐機制。

Since terrorist attacks continuously happened in France, the European Union has faced the most serious threat from terrorism since the end of World War II. Therefore, European countries have made many efforts to fight against terrorism on state-level, EU-level and also, international-level. Individual countries such as France, Britain and Germany all have promulgated their state policies on anti-terrorism. The European Union also has created and invented many regimes and institutions to fight the crimes and accidents planned and staged by terrorist groups. By means of multilateral cooperation, the EU hopes to effectively decrease the widespread of terrorist ideas and the occurrence of terrorist attacks in Europe. This paper therefore aims to analyse and review EU's anti-terrorism policies, including its implementations and transnational cooperation of European countries and makes the conclusions.
