台灣創意生活產業之政策限制與出路

The limitation and possibility for the policy of creative life industries in Taiwan

台灣的創意生活產業政策自2003 年提出以來，至今經數十年的發展，我們從其評選廠家數，發現其發展的速度並不快，且其在營業額與從業人數之規模，也似乎有越來越小的趨勢。本文也試圖指出，台灣創意生活產業政策的根本困境在於，以它的目標而言，並不適合作為一個產業政策，而政府若想使社會大眾的生活有所轉化，最該做的事，其實是去打造讓具抽象價值創造能力的企業，有較好生存與長期發展的制度環境。

It has been more than 10 years since the policy of creative life industries was initiated. We demonstrated that the companies that were selected as the creative life industries did not develop well. In these companies, there was a trend of reduced revenues and employee number. This article attempts to establish the fundamental limits for the policy goal that is not suitable as an industrial policy. The government must elevate the quality of life for social mass to build a sustainable institutional environment for the development of enterprises that can create abstract value.
