社區動員機制之探討：以社區中介團體為分析的策略點

A Study on the Mechanisms of Community Mobilization: Taking Community Intermediate Group as an Analytical Vantage Point

近年來由於政府的積極推動，全國各地出現了相當多的績優社區。很多人樂觀地期待，這樣的現象不斷發展下去，公民社會的理想終將可以得到實現。然而，實際的情況真的如此嗎？為探討此一課題，本文首先回顧政府過去推動社區營造的過程，並視社區營造為一種社會改造運動。然後再據以歸納出，社區中介團體為探討社區動員機制的重要研究策略點。最後，提出韋伯式的社區動員理念型態為研究架構，藉以分析台灣現階段所呈現的各種社區發展型態，並回應本文提出的問題。

In recent years, thanks to the government's active promotion, there have come out quite a number of excellent communities. Many people optimistically expect if such a phenomenon develops persistently, the reality of civil society will be achieved. However, the actual situation is really true? To explore the issue, this paper first reviews the promoting process of community building in the past, and thinks of community building as a social reform movement. Then concluding from it, the paper takes community intermediate group as an analytical vantage point to deal with the mechanisms of community mobilization. Finally, a Weberian ideal type of community mobilization will be proposed as a research framework to study the various community development patterns at present period of time and respond to the issues raised in this paper.
