知識經濟社會與地域發展機會

KNOWLEDGE-BASED ECONOMIC SOCIETY AND THE OPPORTUNITIES FOR TERRITORIAL DEVELOPMENT

本文以知識經濟社會所形成之發展機會為主題，先探討所可能造成之空間結構變遷，並透過對其特質之分析，說明促成地域發展機會之原因，進而探討何地區較有發展機會，及論述掌握機會之能力涉及：立基於當地產業結構之生產因素調整整合能力、學習與創新能力、知識基礎設施水準、對內對外連結能力、及適宜之制度法令或政策。最後，以台灣地區為例，初略分析各地區掌握發展機會能力上之差異，並藉此論述空間發展與土地使用管理策略上應注意之議題。

This paper focuses on the opportunities given to cities (or regions) while a knowledge-based economic society is developing. It begins with a discussion of the formulation of development opportunities based on an analysis of the characteristics of knowledge-based economy. The issue of what kinds of areas may obtain better development opportunities than others is further discussed. The paper also argues that five elements will influence cities' capability to make use of opportunities. These elements are: the ability in reorganizing production factors; learning and knowledge created abilities; knowledge infrastructure; the connection capability; pertinent p~1licies and institutional setting. The paper further makes a primary analysis of the differences of these elements between Taiwan's six main areas.
