The Global State, Regulation and Challenges of New Psychoactive Substances

近年新興影響精神物質（New Psychoactive Substance，簡稱NPS）湧現，其俗名稱之為合法助興藥品（Legal highs）、狡詐師藥物／策劃藥（Designer Drugs）或研究用化學（Research chemicals）等，根據2017年聯合國毒品與犯罪問題辦公室（UNODC）之世界毒品報告（World Drug Report）1，其每年以驚人之速度成長，逃避列管，各國相關管制緩不濟急，已對全球許多年輕人產生巨大生命與健康危害，本文檢視其全球發展現況，並評析介紹各國立法與管制作法及面臨之挑戰。

New psychoactive substances (NPS) have been known in the market by terms such as 'legal highs', 'designers Drugs' and 'research chemicals'. According to World Drug Report (2017), NPS are proliferating at an unprecedented rate, posing a significant risk to public health and a challenge to drug policy. NPS are synthetic substances designed to mimic the effects of controlled substances and to circumvent international and domestic drug controls. NPS continue to evolve, diversify and grow recently. This paper examines the current NPS developments at the global level, and introduces the strategies and challenges of the different legal approaches.
