Recently, under Taiwan’s National Health Insurance system (NHI), it has become an important strategy to make use of information technology (IT) to quickly respond to sudden changes in the medical industry. For every hospital, it is time to reconsider how to use IT to increase capabilities and efficacy of hospital administrations. Because NHI policies change over time, it is important to determine whether or not to utilize information technology outsourcing (ITO) to keep up with ever-changing NHI policies. The Ministry of Health and Welfare hospital Information System, one of the earliest health information systems, was developed in 1986. Our report reviews the establishment and outsourcing process of the whole information system over the past three decades in the hope that it might be used as a reference when developing a new generation healthcare information system that focuses on integrated care so that patients are treated safely in a high quality health care environment.
