The History and Development of Hospital Information System in the Hospital of the Ministry of Health

近年來，隨著資訊科技的高速發展與國內因應全民健保促使醫療產業經營環境的快速變遷，醫院必須重新思考如何提昇其效率與效能，因此運用資訊科技輔助傳統醫院醫療作業已成為現有醫院的重要策略。國內的醫療院所為了配合因應全民健康保險政策，資訊系統是最重要的資產，而這資訊委外與自行開發也一直是各醫院經營管理者重要的決策議題。衛生福利部所屬醫院之醫療資訊系統最早開發時間自1986年迄今，本專案報告是分享數十年來所屬醫院醫療資訊系統導入歷程及分析以完成委外方式導入之過程，期望對於本部所屬醫院或其它醫療體系，在未來規劃新一代資訊系統時，能夠朝向以全人照護醫療體系的核心理念、以病人總歸戶的概念建置資訊系統，並建構安全高品質的醫療環境。

Recently, under Taiwan’s National Health Insurance system (NHI), it has become an important strategy to make use of information technology (IT) to quickly respond to sudden changes in the medical industry. For every hospital, it is time to reconsider how to use IT to increase capabilities and efficacy of hospital administrations. Because NHI policies change over time, it is important to determine whether or not to utilize information technology outsourcing (ITO) to keep up with ever-changing NHI policies. The Ministry of Health and Welfare hospital Information System, one of the earliest health information systems, was developed in 1986. Our report reviews the establishment and outsourcing process of the whole information system over the past three decades in the hope that it might be used as a reference when developing a new generation healthcare information system that focuses on integrated care so that patients are treated safely in a high quality health care environment.
