醫療品質之五項基本目標：（1）不加諸傷害于病人（First do no harm）（2）設法預防疾病的發生（To prevent a disease from developing）（3）做到對疾病的早期診斷及提供適切的治療（To reduce impairment, disability and suffering associated with having an illness）（4）減少因疾病及治療而引發的傷害、失能及痛苦（To reduce impairment, disability and suffering associated with having an illness）（5）監督並評估所提供的醫療處置具成本效益性（To oversee the recommended intervention is cost-effective）。
