The main concern of this paper is climate-induced human mobility. How human mobility is tackled under the framework of the UNFCCC and how this differs from a typical model of migration is the key issue. For the parties to the UNFCCC and to the Paris Agreement, which is the outcome of COP21, is human mobility a way to reduce the impact of environmental disaster or a possible long-term strategy of adaptation in the face of potential climate risks? The initial finding of this paper might be a starting point from which Taiwan can view the relation between climate change and human mobility and develop its own climate adaptation policy. |
