Best Practice or Minimum Standard? Developing a Museum Accreditation Scheme

博物館認定是透過一套實踐標準，鼓勵博物館進行系統性的評量，以自我改善、提升品質。台灣博物館數量豐富，然制度面不足，長期以來欠缺完整的評量制度，使博物館無法確實的進行自我檢視、提升品質，因此急需發展一套認定制度來做為台灣博物館品質提升的標準。目前已有許多國家積極從事博物館認定計畫，本文將檢視美國、英國、愛爾蘭、澳洲、紐西蘭與日本的相關制度，比較不同的模式，以發展出適合台灣脈絡的認證系統。本文發展出的台灣博物館認定系統，以博物館管理、收藏維護、觀眾服務為三大面向為規畫方向。

Museum accreditation schemes encourage museums to examine themselves and ensure they are meeting the standards required of them under the museum law. Taiwan has many museums, but without a nationally agreed standard, it is difficult to maintain service quality across the museum sector. An accreditation scheme is needed urgently. The study examines schemes operating in the USA, the UK, Ireland, Australia, New Zealand and Japan. An accreditation scheme for Taiwan is then proposed, covering the three aspects of museum management, collection conservation and public services.
