The Browsing Behavior of E-Government Website - An Log Analysis Approach

為了普及網際網路之應用，行政院研考會設定「三年三百萬」民眾上網為目標，會同各界擬訂「電子化／網路化政府」三年推動計劃，期許再不久的將來，所有民眾能因為網際網路的效率性與便利性，成為最直接的受益者。本研究選擇以網路的流量為研究單位，探討電子化政府入口網站的使用者行為，以提供政府相關部門如推廣者、設計者、管理者修正政策時的需要。本研究主要藉由檔案目錄分析方法（Log Analysis）評估，評估的重點如下：1.關於使用者本身，如使用者的使用時間、使用時段、重複登入使用、使用的偏好等。2.關於網站整體的使用情況：如瀏覽率、停留時間最高的網頁種類等。研究結果顯示，一般使用者的使用情形普遍重複使用次數極少，代表網站無法吸引民眾重複使用；停留時間也相當短暫，與網站與資訊內容的提供等充實度的問題相關。此外，關於技術上的問題如「錯誤的連結」比率也偏高。這些都是無法吸引民眾使用的主要原因。此外，電子化政府入口網站的使用者偏好「即時影像，台灣看透透」的名勝旅遊導覽介紹；但實質上提供便民的整合型資訊卻乏人問津。此消費者行為面的問題點亦是未來改進的依據所在。對於研究、蒐集、歸類所產生的結果，提供除了政府相關單位的入口網站的設計與管理之外，並期許將來能為非營利事業的入口網站提供建議與改善方式。

To broaden the popularity of Internet, the Research Development and Evaluation Commission of Executive Yuen has set to reach “three million Internet users in three years” as its primary goal. Through the collaborative efforts made by the Commission, the three-year Electronic/Internet Government project was launched to directly benefit the general public by offering efficiency and convenience of the E-government services. Log-analysis was used as a mean to evaluate web visitors’ browsing behaviors (including time of browsing, duration, re-visit of website, browsing preferences) and the website design orientation (browsing rate, path, and duration of particular site). The results indicate: 1) low revisiting rate, 2) short duration of browsing, 3) high error message. In addition, the ignorance of governmental service information rather than Taiwan tourism information is an important issue for the web design. Recommendations, limitations, as well as suggestions are also discussed.
