行動多媒體通訊技術應用於遠距視訊醫療資訊系統之設計與研究

The Application and System Design of the Telemedicine Information System Using Mobile Multimedia Communication Technologies

隨著無線行動通訊網路(Wireless and Mobile Coirnnunications)的迅速發展，以及無線行動用戶數量的急速增加，使得行動化資訊應用服務成為一種熱門的趨勢，例如行動網路醫療系統(Mobile Medical Network)和家庭網路(Home Network)等應用系統。針對行動網路醫療資訊系統應用而言，使用者可以藉由手持式設備(Handheld Devices)，例如手機、個人數位助理(PDA)或平板電腦(Tablet PC)等移動式設備連結網路，進而可以擷取各種醫療資訊，並進行手機線上掛號與查詢等動作，甚至可執行多媒體視訊醫療(Multimedia Telemedicine)等功能，此些構想已經不再是遙不可及，而是醫療資訊領域勢在必行的方向。本論文以醫院的實際運作方式及醫療程序為研究對象，提出並實作出經由個人行動通訊網路(PCN)與網際網路(Internet)運作之遠距醫療系統(Telemedicine System)，此系統命名為“行動遠距視訊醫療資訊系統＂(The Telemedicine Information System Using Mobile Multimedia Communication Technologies, TIM²)。TIM²系統以行動網際網路技術為基礎，根據真實醫院的組織架構，將網際網路、無線通訊網路和多媒體(Multimedia)等技術與醫療進行結合，提供病患一個多元的就診方式。使用者可以利用PDA或Tablet PC等手持設備結合無線區域網路(Wi-Fi)以及大哥大網路(PCN)，於任何時間與地點擷取網路上之醫療資訊，其中病患可以依據門診時段和門診位址(IP Address)與醫師進行線上醫療徵詢。TIM²系統的主要功能在於改善及突破傳統的醫療方式，並利用先進且便利之多媒體網路技術達到醫療資訊傳輸與展示之目的。此外，本系統與地區教學醫院共同研究合作實務設計，並期待TIM²系統在可見的未來，可以為整體醫院醫療服務水準的提昇提供一可行之方向。

With the rapid development of wireless/mobile communications and the raise of wireless/mobile users, mobile information services became one of popular trends, e.g., the telemedicine application system over mobile medical network. For the mobile telemedicine service, users can use handheld devices, e.g., cellular phone, PDA, or Tablet PC, to connect medical network to register at a hospital on line and to access medical information. In addition, the handheld devices can provide the functions of multimedia telemedicine to improve convenience in our lives. These ideas are the necessary direction of development in the medical information domain. In this paper, we proposed and developed the 'Telemedicine Information System Using Mobile Multimedia Communication Technologies' (TIM²), which is based on the operation of a true hospital to provide the completed and convenient functions for the hospital management and the medical consultant via Internet and mobile communication networks. In TIM² system, patients/clients use handheld devices, such as PDA or Smart Phones, to access the information of the cyber hospital at anytime and at anyplace. TIM² system also provides a real-time and convenient telemedicine service between the outpatient and the doctor for some emergency rescues. The main objectives of the TIM² system are to compensate the drawbacks of a traditional medical treatment and improve the efficiency of a hospital management using advanced and convenient multimedia network techniques. To achieve a practical usage in the near future, we have a cooperation with a local teaching hospital to prove the effectiveness and usefulness of the TIM² system.
