Due to high volume population in Taipei city, sanitation inspection and administration has becoming a burden to the City Government. In January, 2005 department of Health of Taipei City Government had executed series of re-organization plans such as reduced workflow hierarchy and modernized administrative operations. Hope this is a one step forward to increase the efficiency of the City Government. This study is designed to build a working model, in process reengineering and modernization, for health department to increase the performance for inspection process and administration to meet the goal of the City Government in e-Government. Base on Russell Linden and others theories in process reengineering; this study simulated a working model to process inspected documents. Thus, this study followed 'Review Current Workflow', 'Finding Optimize flow', 'Reach Star Plan', 'start from scratch', and 'Usability evaluation' these five steps to evaluate current workflow. After the evaluation, we had built an 'Inspected Document Management System (IDMS)' which is satisfied upon finding. The yields of this study are: 1. A modernized model for Sanitation Inspection process, which can utilize and/or refer at other governmental offices for process reengineering. 2. Modernization has been proven can increase inspection process and administrative performance. 3. The Database for IDMS also can uses for real-time statistical analysis, which can use to support decision making process and/or performance indicator for sanitation bills. |
