回應國際護理協會的呼籲－－發展社區衛生護理的契機

Community Health Nursing Development: Answering the ICN Call

隨著人口老化、醫療技術的進步、醫療費用的上漲，健康政策丕變，社區化的照護將成為未來主流。回應世界衛生組織阿瑪木圖宣言所提出各國須落實基層保健醫療以達全民均健之目標，國際護理協會自200年開始在其年度的國際護士節主題提出深耕社區的呼籲，本文即整理國際護理協會200及200年國際護士節主題宣導手冊內容，對應我國在發展社區衛生護理之策略與現況，期望能提供政府單位制定相關政策之參考。

Community-based care is increasingly becoming the mainstream approach to healthcare around the world due to rapid growth in elderly populations, health technology improvements and rising healthcare costs. The International Council of Nurses (ICN), reflecting the call in the 1978 Declaration of Alma-Ata to improve primary health care worldwide, designated ”Delivering Quality, Serving Communities” as the theme of International Nurses’ Day for two consecutive years. The purpose of this paper is to review strategies listed in the 2008 and 2009 International Nurses' Day Kit developed by the ICN, explore the current situation of community health nursing in Taiwan, and provide suggestions related to future preparation of professional nursing development and policymaking in Taiwan.
