中醫診斷資訊標準化發展初探

The Challenges of Diagnostic Standardization for Traditional Chinese Medicine

診斷術語規範化為中醫資訊標準化最基礎的工作，衛生署中醫藥委員會於民國79年委託「臨床常見疾病之中西醫病名對照初探」計畫，在全民健保實施後，於民國91年委託「中國醫學病症及病名分類」計畫，本文彙整研究計畫相關成果，討論國內在中醫診斷術語標準化所遭遇之挑戰。另外，透過介紹世界衛生組織於2007年公告之「西太平洋地區傳統醫學術語國際標準」的發展，以及2010年開始推動的國際疾病分類第11版(ICD-11)傳統醫學(Traditional Medicine)章節的規畫與制定，探討中醫資訊標準化國際發展方向。

The standardization of diagnostic terminologies is considered the foundation of information and communication technology development of traditional Chinese medicine. Two projects had been commissioned in 1990 and 2002 by Committee on Chinese Medicine and Pharmacy, Department of Health to develop the classification of Chinese medicine symptoms and diseases. Challenges of terminology standardization have been discussed. On the other hand, the WHO International Standard Terminologies on Traditional Medicine in the Western Pacific Region (ICTM) and the International Classification of Diseases 11th Revision (ICD-11) for Traditional Medicine conditions have been introduced. The differences of standardization concepts between national and international approaches have been explored and identified in this research.
