概括同意與單一研究倫理審查委員會於美國通用規則（Common Rule）修法中之進展

Broad Consent and Single Institutional Review Board(IRB) in Recent US Common Rule Amendment

美國聯邦政府自2011年開啟針對規範受試者保護事宜的Common Rule修法，並於2017年1月通過。在這五年多修法過程、廣納各界意見後，最終修訂版本有多項重要變革，其中兩項為：（一）有關可辨識的個人資料與生物檢體的研究，允許研究者採行概括同意（broad consent）作為知情同意模式的選項之一；（二）於美國境內進行之多中心研究，從現行規定之得採聯合審查機制，改為原則上應採單一IRB審查。本文針對上述兩項變革進行分析，期能做為未來台灣人體研究相關政策研擬的參考。

Since 2011 the US Government has prepared the legal amendment on the Common Rule and passed it on January 2017. This paper introduces and analyzes the ＂broad consent＂ and ＂single IRB＂ in the recent US Common Rule amendment. The authors hope these analyses can be helpful for the future policy and legislation of human research reform in Taiwan.
