The Barriers behind the Laws for the Rights to Employment for a Patient with Schizophrenia in Taiwan

背景／目的：當台灣邁入已開發國家，精神醫學與社會福利政策逐漸從治療精神分裂症患者的急性症狀，延伸到幫助患者重返社會。因此身心障礙權益保護法將精神病患納入，希冀減少患者的就業障礙。個案報告：討論一位精神分裂症病人，於復健治療期間，依循政策保障考取政府機關職務，出院後不幸於法定試用期於機關內自殺。結論：本文探討現行身心障礙權益保護法與支持性就業計畫對於精神病人就業保障之不足，並指出相關政策的矛盾可能成為病人就業障礙，繼而增加自殺風險。希望藉此案例引發學界更多相關研究及討論。

Background/Objective: In past, we thought of the treatments of psychotic symptoms for schizophrenic patients. While Taiwan became a developed country, psychiatrists and affi liated professionals start to take more attentions to social and vocational rehabilitation. Therefore, patients with mental illness could get the supported program for competitive employment according to the People with Disabilities Rights Protection Act along with other disabilities. Case report: We presented a case that got through the national examination for people with physical and mental disabilities, but unfortunately he has committed suicide at the government agency during his probation period. Conclusion: We argued that both the inadequacies of discriminative acts and inconsistent supported employment program may become the barriers for psychiatric patients to employment. Meanwhile it may subsequently increase the suicidal risk for people with mental illness. We expect to invite more studies and discussions.
