歐盟EN81-1與我國升降機規範之比較及妥適性探討

升降機構造安全必須遵循相關規範之規定，各國政府依照各地域與需求訂定或採用相關安 全規範，以保障升降機之使用安全。然而，隨著國際化、全球化之趨勢，機械或設備之進出口 日益頻繁，直接引用國外安全構造規範所製造之機械產品，輸入於國內使用時，其是否滿足我 國所規範之安全標準規定，有其研究之必要性。 本刊首先了解國內升降機相關法令標準發展，確認我國「升降機安全檢查構造標準」之現況，以及找出國家標準(CNS)所訂定升降機的相關資料；另一方面也收集有關歐盟EN81-1標準 之發展背景、過程，以及此標準的主要架構，對兩方面的資料有深入掌握後，以「升降機安全 檢查構造標準」為基礎，從EN81-1中尋求是否有相應於「升降機安全檢查構造標準」的規定， 並整理出我國升降機標準與歐盟EN81-1升降機標準的異同點。 就異同點分析而言，歐盟之標準規範與我國標準所關切的重點大部分雷同，然而也有部分規定在某一標準有明確要求，而另一標準沒有觸及。一般而言，EN81-1有提及的項目，通常有 詳細且具體定量的規定，其部分較為繁複的計算分析，也會附上分析範例；相對而言，「升降機安全檢查構造標準」／CNS提及的項目，一部分有非常具體的定量規定，也有部分是屬於敘述性的要求。

Every country or region invariably has set their safety standard and requirements on elevator design and installation. With the rise in global trade, imported elevators that satisfy some foreign safety standards become more common. It is questionable whether they satisfy our domestic requirements as well. European Union (EU) is a region with strong regulatory standards and elevator export. It is therefore important to understand the compatibility of the relevant EN standard with our domestic regulations. This work will briefly review the current domestic regulations for safety inspection of elevator structure and the relevant China National Standards on elevator. Then the development and details of the EU standard EN81-1 on elevator will be reviewed and compared with the domestic regulations and requirements. It was found that both EN81-1 and our domestic regulations have very similar basic concerns. A few aspects may be lacking in either regulations. In general, when a requirement is mentioned in EN81-1, it will be given in very thorough details. Examples on relevant calculations will sometimes be given too. Domestic regulations may sometimes be qualitative. It also have quantitative requirements but are usually not stated in so much detail.
