堆高機安全防護現況調查分析與法規比較研究

Survey and Analysis of Safety Guards of Fork Lift Trucks and the Comparative Study of Their Regulations

本研究係透過問卷和堆高機作業現場之訪視，就堆高機之安全防護設備、駕駛員之教育訓練，安全操作規則與檢查保養之現況作一調查。同時分析堆高機災害實例，探討原因之所在，以便謀求因應之道。另一方面，由於我國現有之堆高機安全防護法規和標準，大都參考日本之相關法規和標準而來。因此，本研究亦將比較我國、歐體、美國和日本之堆高機安全防護法規之差異。希望比較分析之結果、能做為將來修訂法規和制訂標準之參據。

This study has used the methodologies of questionnaire and field investigation to survey the status of safety guard equipments for fork lift trucks, operator training, operating safety rules, inspection and maintenance, meanwhile to analyze the occupational accidents to find out the causes and take the appropriate policies. On the other hand, most of the regulations and standards concerning fork lift trucks in our country are made reference to the Japan’s. Therefore, this research will also focus on the differences of safety guard regulations of fork lift trucks between the EC, USA, Japan and our country. We hope that the conclusions of comparison can be the basis of revising the regulations and standards in the future.
