社區培力中心的發展與未來展望

The Prospect and Progress of Community Empowerment Centers in Taiwan

社區培力中心的出現，可謂是社區工作朝向專業化發展的一個重要歷程，作者認為社區培力中心提供專業實務發展的機會、也是累積系統性專業經驗的場域，與具體發展專業共識與文化的平台。本文從社區培力概念的簡要討論出發，探討了台灣社區工作專業化的發展，並介紹了培力中心作法的演進，亦對台灣地區現有的8個培力中心進行概觀性的介紹。最後，作者從專業化的觀點對培力中心未來展望提出有待建構深化的可能，並區分為：專業社區工作範圍、工作方法、服務流程及步驟、專業服務技術、及倫理等五大領域，作者並期許有待相關人員同共努力以累積及實踐社區工作專業發展。

The Emergence of Community Empowerment Center would be seemed as an important milestone in the way toward professional development for community work. We believe that Community Empowerment Center provides the practical opportunities for professional community workers and platform for accumulating professional experience professional for forming professional consensus and culture. This article starts at the concept of Community Empowerment, following to the discussion of the evolution of professional community work in Taiwan, and describes the Progress of the Community Empowerment center. Than the existing eight Community Empowerment centers were described in Taiwan. Finally, the author proposes five professional themes for community workers from the view of the professional Community Empowerment Center development. They are defined and professional community work field, processes and procedures for community work, working models and methods, professional skills and technical expertise, and ethics.
