The hospital and its medical staff shall promote, help to develop, and implement a community based emergency plan. Whenever feasible, all hospitals that offer emergency medical services in a comnunity should make a joint effort to identify the readiness of each hospital and its staff to receive and treat emergency patients effectively. From such community planning, emergency medical department/service resources may be classified by capability. In any case, each hospital shall evaluate and classify itself to indicae its capability in providing emergency metdical services to the community served. Classification shall be based on the overall capability of the hospital and its medical staff to meet the needs of the community.
