CHARACTERISTICS OF THE VETERANS HOSPITALS

醫院的質和量是提高醫療和公共衛生水準的措施之一，與醫學教育及醫師的素質同等重要。其在都市及鄉鎮的分布，應顧及每單位人口，而力求其平衡。行政院國軍退除役官兵輔導委員會及臺灣省政府管轄之地區醫院，即是根據此項原則而設立的。行政院輔導會為使國軍退除役官兵所患疾病，獲得專科診療，恢復其健康起見，依該會組織條例第16條：「本會因業務需要，得設各種附屬事業機構，其組織由會擬訂，呈請行政院核定之」之規定，得設立榮民總醫院。

The 12 veterans hospitals operate under the Vocational Assistance Commission for Retired Servicemen (VACRS) of the Executive Yuan. The mission of these hospitals is to offer medical treatment, care of the aged, health preservation, physical rehabilitation to veterans, with emphasis on rehabilitating the physically disabled for gainful employment. Medical facilities of these hospitals are excellent. The 12 veterans hospitals are providing medical care for veterans and their family members. They also give care to patients covered by public functionaries insurance and labor insurance as well as medicare for the general public and the poor. The veterans hospitals are scattered around Taiwan at suburbs of cities or large towns within 15-30 minutes by car. The hospitals established the civic clinics for extending their services to the population in general, through a network of medical centers and peripheral hospitals.
