Who Run The Hospitol, Doctor? Layman?

During the recent 4th Annual Meeting of the Hospital Association of Republic of China, one person in the audience brought out a question after Mr. Charles K. Han presented his paper entitled 'The Review of Management System in Chinese Hospital', the question in essence runs something like this: 'Since hospital is a specialized institution, Would it be better to run by a specialist?'. If I interprete correctly the clear implication is the hospital is a medical organization, therefore, medical doctor would be the logic person to take charge.
