建構藥品條碼統一規範之研究

The Study of Constructing Unitary Drug Barcodes

行政院衛生署為增進病人用藥安全及藥品流通之管理，擬推動國內處方 藥最小包裝全面採用EAN-128 國際條碼，本研究即欲瞭解藥品供應商及醫院 兩端對此政策之意見，提供政府儘速推動統一國內藥品條碼政策之參考。研 究方法包含質性訪談與量性調查分析，除了進行醫院端的訪談外，並針對醫 院及藥品供應商進行問卷調查之結果分析。研究結果發現，條碼技術的應用 部分，回收的樣本中的藥品供應商八成以上已採用，而醫院端則僅有7.9% 表 示有採用條碼技術；此外，醫院及藥品供應商兩方皆認為藥品條碼有統一規 範之需求，其中藥品供應商大多傾向處方藥最小包裝採用EAN-13 國際條碼 系統，醫院則不同於藥品供應商傾向採用EAN-128 國際條碼，兩方態度的不 同在於藥品供應商尚須考量作業之成本及技術。因此建議政府應以提升國人 用藥安全為訴求，先建立藥品全面條碼化，再推動統一的條碼規範，並可進 一步評估處方藥最小包裝全面貼印EAN-128 國際條碼系統對病人安全之效 益，而在政策推動同時，應提供醫院及藥品供應商相關技術輔導及經費之補助。

In order to improve the patient safety and pharmacy logistics management, Department of Health considers the EAN-128 to be completely adapted to individualuse unit of prescription drugs. The purpose of this study is to gather the policy comment from both sides of pharmaceuticals and hospitals. So far, about 80% of the pharmaceuticals have already put EAN-128 in use but less than 10% of the hospitals have done this, which concluded from the individual hospital interviews and returned surveys made by the pharmaceuticals and the hospitals. Moreover, both of the pharmaceuticals and the hospitals suggest that “bar code” needs to be unified. The hospitals tend to use EAN-128 as the policy; however, most of the pharmaceuticals prefer the EAN-13, which based on the adoption costs and technology. As a conclusion, the government should focus on both of the pharmaceuticals and the hospitals to put barcode system in use, and provide the necessary technology training and budget in order to complete the EAN-128 adoption on individual-use unit of prescription drugs.
