醫院資訊系統委外決策之關鍵因素－－以區域級醫院為例

Critical Factors for Outsourcing Hospital Information Systems -- Case Study of Two Private Hospitals

資訊系統委外已成為企業經營管理的趨勢之一，其對縮減人力、降低資 金投入及提高資訊科技投資報酬率等均有明顯效益。對醫療產業而言，面臨 日益增加的經營壓力，如何有效的利用有限的資源提昇經營效率，是高階主 管關心的議題。因此，在資訊科技發展的帶動下，各級醫療院所均積極導入 資訊科技，以提高經營績效。然而對多數中小型醫院而言，往往無力自行培 訓資訊人員來開發並維護完整的醫院資訊在統，資訊系統委外之議題對醫院 而言則更形重要。本研究以兩家私立區域醫院之高階主管為訪談對象，從組 織、廠商與環境三構面探討資訊系統委外決策之關鍵因素。研究結果顯示： 本研究所提出之影響資訊系統委外決策考量因素，皆獲得個案醫院之認同。 而組織的策略管理面、委外廠商的硬體技術能力及健保制度，分別是影響個 案醫院資訊在統委外決策的關鍵考量因素。本研究所建構之命題可作為其它 私立區域醫院委外決策考量之參考，以降低其在推動資訊率統委外時之困難 性，並提高系統委外建置之成功機率。

Information systems (IS) outsourcing has become the trend in business management. The obvious effects on IS outsourcing are reducing IS manpower, decreasing IS investment, and raising the rate of investment ratio in information technology. For executives of health care industry, it is a critical issue to improve the operation efficiency and effectiveness with limited resources under the competition increasing day by day. In recent years, many hospitals adopt IT to improve performance, because it s difficult to train IS staffs to development and maintain the Hospital Information System (HIS) for regional or smaller hospitals. This research identifies the critical factors of outsourcing HIS by interviewing the executives in three regional hospitals. The results revealed that among all the factors, the policy of National Health Insurance (NHI), supplier s software and hardware technical capability, and the hospital strategic management are the critical factors for the case hospitals to make outsourcing HIS decision.
