The public medical institution has unique background as well as prominent mission. Since the National Health Insurance has been implemented, public hospitals have faced management impact and dealt with cooperation to succeed. Privatized pubic hospital is one alternative. This study discussed the case hospital how to execute human supporting strategy in different stage. Then the advantages of the human resources patterns were analyzed with the competitors for the case hospital. In the management, the case hospital was focused on the medical quality that can provide more applicable medical care for local populace with caring about community idea. And the case hospital positioned itself in the community hospital reduced the repeating working frequency. In the medical resources aspect, doctors assigned and sickbeds directly provided from support hospital achieved the goal of the medical service. The risks investing the case hospital were included the patients hemorrhage for convenience transportation, national health insurance pressure, medical policy uncertainty, the Global Budget System introducing, and the covenant deadline for the supporting hospital. Facing all of challenges, the case hospital still preserved the level of quality and health care. Because of the medical institution is not the common official organization, it has to connect manage achievement and the human affairs rewards and could adapt the change of social and medical environment. And the case hospital needs to promote the service achievements to keep the survival. |
