醫療院所清潔外包供應商選擇因素之研究－－以桃竹苗地區醫院為例

The Study in the Factors of Health Care Industry Selecting Cleaning Suppliers--Adduce Local-Area Hospitals in Tao-yun, Hsin-chu, and Miao-li Counties as Examples

供應商選擇的問題自從1966 年Dickson發表其論文之後，至1] 目前為止仍有 相關論文發表，所以顯現供應商評選的問題一直以來都受到各產業的重視， 不同的產業也應有一套適用之評估模式。 本研究旨在探討醫療院所清潔外包供應、商之評選模式，我們藉由相關的 文獻探討並運用平衡計分卡面面俱到與全方位的精神發展出研究的四大構面 （財務構面、品質構面、內部管理流程構面、配合環境構面），再經由專家意 見得到22個評選指標，藉由問卷調查的方式針對桃竹苗地區59 家地區級以上 之醫院為研究對象，共發出36份問卷，回收21份，且均通過一致性檢定，並 利用AHP層級分析法求得構面及指標權重。 研究結果發現，在構面中的品質構面最重要佔40% '財務構面佔36% ' 內部管理流程構面佔14% '配合環境構面佔10% '在指標權重中排名第一名 為清潔程度是否滿足顧客需求、第二名為以往合作醫院對供應商的評價、第 三名為外包價格、第四名為清潔用具配備齊全、第五名為清潔商訂定作業程 序與規範'本研究將這些權重轉換成分數，發展出一份清潔供應商評核表， 希望能提供醫療院所在評選清潔供應商時之參考。

After Dickson s paper was published in 1996, the chosen on supplier continuously been discussed. The importance of evaluation on supplier has been deeply brought into industries thought of thinking. Different industries should develop different evaluation standards. This research is to set up an evaluation model for hospital s cleaning supplier. Related research paper and literatures were discussed. The balance scoring cards were used to fully exam the research from four dimension: finance, quality, internal management and environment. Then, through experts advises, 22 evaluation indexes were listed as a questionnaire and 59 local hospitals in Tao Yuan, Hsin Chu and Miao Li were the study subjects. 36 questionnaires were sent, and 21 returned as responses and they all are available for the research. We use AHP to get the dimensions and indexes weights. The research result found that quality dimension has the most concern rate of 40%, finance 36%, internal management 14%, and environment 10%. In the access index, whether the supplier s cleaning procedure fits customer s or not ranks first; the evaluation of cooperative hospitals ranks second. The third is the dealing price. The fourth is equipment and the fifth is the supplier s working procedure and standardization. The research then use these numbers times 100 and transfer them into scores and develop an evaluation chart of cleaning supplier. We hope this chart can support hospitals when facing the choice of evaluation on cleaning supplier.
