從HIS（Hospital Information System）到CIS（Care Information System）－－以醫院資訊系統到3C之整合研究為例

From HIS to CIS--The Study of Integrating Medical Informatics with 3C

傳統醫院資訊象統（Hospital Information System, HIS） 都是以病人為中 心，所發展出來的醫療照護資訊系統，但因國人收入增加、生活水準提高， 而且越來越重視休閒娛樂與個人健康，只針對病人與醫護行政人員為服務對 象的HIS '已不符現代民眾需求。為能滿足個人化健康管理服務（ Personalized Healthcare Service, PHS） 的需求，利用目前相當熱門的個人數位秘書 （Personal Digital Assistant, PDA） 來克服身份認、證、安全控管與隱私保護等爭 議，應是理想的解決工具；而在未來結合PDA 功能的手機更為普及後，將能 真正達成健康資訊隨身帶（Point Of Care, POC） 的境界。這是一個醫療制度 上的革命，一旦真正實現，遠距醫療（ Telemedicine ）將不再是夢想，與3C （Computer, Communication and Consumer Products ）功能結合的資訊家電（ Information Appliance, IA） 產品勢必成為人類健康的第一道保護防線。未來更 將結合GPRS （General Packet Radio Service） 甚或3G 、4G（第三、四代大哥 大）的無線通訊功能，不受時空限制直接提供醫護人員相關之醫療資訊，立 即提供服務；最終則以建構顧客導向之個人化健康管理服務的照護資訊系統 （ Care Information System, CIS ）為目標。

This project proposed an idea to elevate the traditional patient-oriented hospital information system (HIS) to customer-oriented care information system (CIS) to meet the modern personalized healthcare service(PHS) needs. We used the personal digital assistant (PDA) to develop a personal health information and basic medical recording system for the publics. The owner of mobile phone with PDA can keep the health information for the usual and emergent uses provided by PHS web server through this system. The electronic medical record kept in the PDA can also be shared with any hospital to promote the health management services for the purpose of POC (Point Of Care). This project integrates the techniques of medical informatics with 3C to reach the goal of CIS.
