臺灣實施健保IC Card之初探

健保局即將於台灣全面使用健係IC 卡，因此本文希望籍由介紹健係IC 卡 的實施現況及分析其實施之利弊得失，而幫助醫療院所以及一般民眾對健係 IC 卡有更進一步的瞭解與認識，並提供健保局推行全面性實施健係IC 卡政策 的參考。 健係IC 卡的全面實施，可幫助健保局解決財務上的問題，並創造氏眾隨 身照護的醫療環境口然而健保IC 卡全面實施計畫的時程－－再延後，顯示此計 畫遇到了阻礙，而這些阻礙包括了健保局之健係IC卡建置環境尚未完善、各 醫療院所全面配合的條件尚未成熟，各界對於資料保密性存疑、以及醫師公 會的反彈等問題。因此衛生主管機關應審慎評估此政策實施所可能產生的利 弊得失，需將政策所帶來的好處擴到最大，但對於所可能產生的街擊，應盡 量的化解，降到最低，以期政策順利推行，共創民眾、醫療院所、健保局三 贏的局面。
