Health Promotion in Communities

本文之論述目的在闡明政府推動社區總體學造及社區健康營造之時代背 景、理論內涵與實務運作策略；期將台灣的公共衛生從偏重急性醫療轉向平 衡發展健康促進和社區照顧；這不單單讓台灣的公共衛生向前邁進一小步， 更希望是將台灣推進健康大國的一大步。 面對台灣社會人口結構快速老化的諸多挑戰，期望社會各階層都能動員 起來，把「健康促進」視為全民和政府共同的責任，希望有更多的人能共襄 盛舉，加入或籌組「社區自助互助團體」，共同推動「健康社區營造」的理 念，養成健康生活的習慣，給自己、家人和社區提供一個溫馨有效益的健康 促進和社區照顧的自助互助網絡，今力為自己、家人和親朋好友儘早規畫一 個健康快樂的人生下半場，同時提升全體國民生活品質，共同營造一個安和 樂利之高齡化社會。

This article clarifies the purpose of Integrating Health Promotion in Communities by Government. It also tells us the background of Health Promotion in Communities, and its theory and practical strategies. Expecting to transfer Taiwan Public Health, who usually emphasizes on medical emergency, and would focus on Health Promotion and Community Caring in future. We hope this is not a small step forward for Taiwan Public Health, but also be a big step forward to promote Taiwan to be a health country future. Facing elder population structure, Communities confront many challenges. Therefore, we hope to mobilize whole society, and urge the government to take all their responsibilities to do ' Health Promotion'. In addition, we do hope more people will take part in 'Health Promotion', and to organize their own community's organizations and to help them, and to promote the idea of ' Health Promotion in Communities'. Furthermore, people could live in good health condition and improve their health habits. They will not only give themselves a warm and effective health community, but also give their families, relatives and community residents a health environment. The whole communities would also have well helping networks - 'Help Others and To Be Helped'. We cooperated with one another, families and friends to plan our health and happy life. Meanwhile, we hope to improve our living quality, and to build a peace, happy sociality, especially for elder sociality in future.
