The Community-based Childhood Early Intervention (CBEI) has followed the world trend for conducting the inclusive early childhood intervention. To promote the CBEI, the Handbook of Community-based Childhood Early Intervention was developed by a CBEI task force through literature review, survey, on-site visit, focus group and consensus meeting in 2013. There are 7 chapters in this handbook. The content includes the purposes, operational definition of terminology, literature review, methodology, guidelines for planning and establishing a CBEI Program (24 recommendations), principles for service providers of CBEI Program (36 principles), and the existing Taiwan examples to explain the guidelines, to demonstrate CBEIservices and core activity designs. Five recommendations are proposed to meet the essential elements of a CBEI Program: 1). The CBEI program must include all preschoolers in the community who have developmental disorders or are at risk of developmental delays; 2) The CBEI program should focus not only about the child and the need of his/her family, but also about the need and the resources of the community they live in; 3) It requires the participation of resident/unit in the community during the planning stage of the CBEI program; 4) The CBEI program should provide family-centered early intervention services; 5)The time duration of the CBEI program should be at least for 3 years. Due to time pressure and insufficient local materials, most recommendations of this handbook were relied on studies and recommendations from western countries. With this handbook, the early intervention services would head to build an ideal community-supported environment for children with developmental delays and their family. |
