醫院免費接駁車路線及營運方式規劃之探討：以某區域級教學醫院為例

The Hospital Free Shuttle Route and Operational Planning Studies: With Example of a Regional Teaching Hospital

醫院經營管理之理念就是如何思考以病人為中心來提供民眾優質之服務，而第一步就是如何協助病人來醫院就醫，除了提供停車場、交通路線與候車資訊公告外，另外就是提供民眾免費接駁車之規劃。良好的接駁車規劃動機除為了能服務弱勢及高齡民眾、培養忠誠病患、提供共乘、減少開車、達節能省碳環境友善提高醫院形象外，亦能達成醫院評鑑要求，落實以病人為中心之精神。然而接駁車之設置難題為所需費用不貲，投資風險高，且規劃需考量項目複雜，及評估模式與應達成的服務指標不明。故本文以P-D-C-A精神，就文獻、法規與現況調查結合GIS與AHP進行規劃，並以實際執行結果進行回饋修正原規劃，並將此模式做成規劃參考項目與標準流程圖，解決前述各項難題，並提供醫界相關規劃思考與改進之方向，完成環境友善與高齡友善，提供病人最佳的服務等為本文目的。

Hospital management philosophy is to think about the patient to provide the public with quality service, the first step is how to assist the patient to come to the hospital, in addition to parking, traffic routes and waiting information bulletin, the most important thing is to provide the public with free transportation planning, good transportation planning motivation to reach a hospital accreditation requirements, disadvantaged and elderly people, and to cultivate loyal patients, carpool, drive less, and up to conserve energy and carbon environment friendly and improve the image of hospitals to implement patient-centered spirit.Shuttle set problem, however, cost is not cheap, high investment risk and planning need to consider the complexity of the project and assessment model with unknown service targets should be reached. This paper literature, regulations, and current status of investigations to P-DC-A spirit, combined with GIS and AHP planning feedback amendment to the original planning and the actual results of the implementation, and this mode made the planning reference project with standard flow chart, solve foregoing problems, and provide the medical community planning thinking and direction of improvement, the completion of the environmentally friendly and age-friendly, provide patients with the best service for the purpose of this article.
