國內電子化藥品採購平臺應用情形之探討

隨著資訊科技的發展，利用有效的資訊技術逐漸成為醫院提升管理效率的重要方式，而針對佔醫院總成本比重偏高的藥品，如何有效的提升採購及管理效率，逐漸受到醫院的重視。有鑑於此，國內各大醫院已開始陸續導入或計畫導入電子化採購系統，因此本研究之目的在於瞭解國內醫院藥品電子採購平台目前的應用情形，以及對於採購平台之使用效率及平台上的資訊需求進行調查。本研究係採用質性訪談與量化調查分析進行，研究對象包含應用採購平台的藥品供應商及醫院兩端。研究結果發現，醫院及藥商皆認同採購平台能夠提升藥品採購作業之效率，然而目前建置藥品採購平台的醫院並不多，且平台上的資訊內容尚不完整，而透過採購平台所進行的藥品比例也不高。建議未來醫院可將藥品採購平台系統進行整合，及統一平台上的資訊內容規格，且醫院在設計採購平台時，可參考本研究的醫院及藥商所提出之資訊需求，如此一來，更能增進採購平台使用之效率。

With the development of technology, Information system has become increasingly important in hospital managements. The purpose of this study is to investigate the application usages, efficiency measures and data integration of e-procurement platforms specifically for drugs. Both qualitative interviews and quantitative data analysis were taken into accounts in this research. The results showed both hospitals and pharmaceutical companies agree that the purchasing process can be improved efficiently by using e-procurement platforms. However, the number of hospitals that facilitates e-procurement systems has remained relatively low. More information could be integrated into these e-procurement platforms. And the application usage of the system has not yet reached a significant percentage. The study suggests the possibility of integrations between platforms, and standardizing protocols in formatting information.
