民眾使用「臺灣e學院」之意願研究

Factors effecting the citizens’ usage of the Formosans’ e-Medical School

由於醫學知識、醫療科技進步快速，疾病型態已從急性傳染病轉變為慢性病為主之型態。再者，國民教育水準提升，消費者意識抬頭，民眾對健康自主權與參與程度大為提升。故此，行政院衛生署特別建置「台灣e 學院」數位醫療學習專屬網站，提供全民可近可信的醫療健康資訊專業服務。本研究應用整合性科技接受模式，以「台灣e 學院」上網民眾為對象，採網路問卷調查方式，探討影響民眾使用該網站之使用意願，回收271 份有效問卷。研究結果發現：「績效預期」、「努力期望」與「社會影響」會影響使用該學習網的意圖，且此影響不因性別、年齡而異。民眾實際使用「台灣e 學院」行為，受其使用該學習網的助益環境影響，且此影響受年齡、經驗等變數干擾。民眾使用「台灣e 學院」意圖對其實際使用該學習網有顯著影響，意即使用次數會因使用意圖增高而增加。透過本研究可提供推動全民數位醫療學習之政府機關：（1）如何規劃民眾的助益環境，提升「台灣e 學院」之可近性，（2）提供「台灣e 學院」網路平台之品質改善建議，提高民眾的「績效預期」與降低其「努力期望」，規劃便利且符合民眾需求的學習環境，提升「台灣e 學院」使用率，強化健康維護能力，節省健保資源，達到民眾、政府雙贏的目的。

With the Medical knowledge and medical technologies development made the disease type of patients changed from acute infections disease into chronic disease and the citizens’ education level raised and the consumers’ consciousness awakening lead more and more citizens to participate in their own self-determined health management, the Department of Health, of Taiwan established the digital medical learning website “Formosans’ e Medical School” to encourage the citizens digital e-learning and provide them accessible and trust worthy medical & health information. This study used (Unified Theory of Acceptance and Use of Technology, UTAUT) model to indicate the factors for citizens’ inclination in the digital medical e-learning through the questionnaire on the internet. The citizens who registered as members into “Formosans’ e Medical School” the investigated object. By it, we collected 271 valid questionnaires. The result from the questionnaire proved that the performance anticipated efforts expectation and social influence can affect the learners’ intention without gender and age; the help getting by this net would influence the peoples’ behavior for using the e-learning which can be interacted with some variables such as people’s ages, experience. Finally we found from the result that the more times that people use the “Formosans’ e medical school’, the more that they want to use it. There are some outcomes being benefit for the government which encourages the citizens to use e-learning. First, it tells the government that they how to make a plan to improve the environment to let it accessible; second, build a recommendations to improve quality platform for “Formosans’ e medical school” convenient learning environment, and at the same time they should lower the performance expectancy and rising the efforts expectancy, and establishes an environment that meet peoples’ need. through these, citizens derive benefits and strengthen their ability to maintain health, it will save the health insurance expenditure, and reach citizens and government’s for win-win purpose.
