This study explores the reasons why people can’t comprehend the government’s efforts to make policies better. With use of Labor Pension Act as our case, the main mechanisms that fail people’s expectations are presented in this study. First, there are two kinds of the government’s misperceptions of pension policy; one is the misperception of social effects caused by the policy itself, and the other that of people’s living situation. These misperceptions combined with the misuse of improper policy indicator, creates a gap between the social effect of policy and the people’s actual experience when they’re engaged with the policy. |
