從我國知識產權領域的發展階段、國內經濟科技發展階段以及對外開放戰略等角度探討我國建設知識產權強國的背景意義，並就建設知識產權強國的總體思路、具體思路和政策措施提出建議。

To explore the signiifcance of building China an Intellectual Property Power shall consider the development stage of its intellectual property ifeld, domestic economy and technology, and also the opening-up strategy. In view of the above-mentioned factors, we hereby propose the general thought, a concrete plan and policy measures in accordance with the requirement of establishing an intellectual property power.
