護理能力評量之現況與展望

The Assessment of Nursing Competency: The Current Situation and Upcoming Development

護理專業承擔了人們生命與健康的守護重責，因而從事臨床實務工作之護理人員是否已具備足夠之知能，格外重要。本文經由文獻探討，從國際護理協會和歐盟護理動態循環課程規劃模式所研擬之護理能力內涵出發，並分析國內外護理能力領域研究者時常採用之自陳式測量工具，最後綜合護理能力相關文獻提出四項建議，包括：發展能力標準測驗、建立護理能力常模、設定護理能力標準、以及籌劃學習成就進步評量，希冀作為未來台灣護理教育開展之參考。

Nurses are the guardians of people's lives and health. The competency of the clinical nurses become a key issue in nursing education. This article discusses the essence and the assessment of nurses' competency by reviewing the dissertation from the International Council of Nurses and the European nursing tuning programs. The article also analyzed the measurement tools of self-report scales, which nursing researchers frequently adopted. Based on the discussions mentioned above, the author provided some recommendations for a nursing competency assessment, which included 1) developing standardized tests for nurses, 2) establishing a competency norm for nurses, 3) setting nursing competency standards, and 4) planning value-added assessment. These suggestions will be very helpful in achieving the goal of the improvement in nursing education in the coming future.
