The guiding thoughts of this Amendment include: first, pursuing a correct political orientation, implementing relevant requirements of the Third Plenary Session of the 18th CPC Central Committee and central judicial system reform tasks, playing the role of Criminal Law in punishing crimes and protecting people; second, insisting on problems as its orientation, considering national conditions, adjusting the Criminal Law in time aiming at new conditions and new problems in practice to adapt to the demand of maintaining national security and social stability; third, insisting on criminal policies with indulgency and strictness, preserving social justice and equality, keeping the punishment strength to crimes that severely endanger the society in a pressure state; and at the same time, leaving space to deal with crimes with little damage to the society with leniency; fourth, adhering to innovating criminal legislation idea, playing Criminal Law's leading part in preserving socialist core values and standardizing social life. |
